Foam is just a mass of small bubbles formed in or on a liquid.

As a wave breaks onto a beach the water is aerated. The water then travels up the beach as swash - bubbles form in/on the water. The bubbles are then compacted into a foam. More bubbles are then pushed into the foam mass from another swash - the 'life' of these bubbles depends on the consistency of the water*.

* Put it simply, if you put more bubble bath into a tub, the bubbles generated in that tub will last longer than bubbles generated in a tub with little bubble bath. Hehe.
