I believe I found your grandparents marriage in a marriage register. You would need to write to the state to see if the Marriage License included their parents names.
A. D. Lilly, 19, single, b.Summers Co., WV and Shirley V. Akers, 16, single, b.Mercer Co., WV, married Aug. 5, 1931 in Summers Co., WV. J.M. Wilson was the minister. Given her age there should be a consent, signed by someone in her family, with the license.
