Unfortunately Chihuahuas are among the most picky eaters in the doggie world that there is!! Something's I have done to entice Harley to eat is use the Iams vitagravy on dry food, mix canned food with dry and limit when he eats, instead of letting him graze all day. If your uncles dog is not eating at all, you may want to bring him to the vet and make sure there is nothing going on with his teeth, that is preventing him from enjoying his meals. If there is nothing medically wrong with him, try starting off with canned food only, then gradually add more dry food.
On a side note the shivering is normal, but where he isn't taking in alot of food, you may want to make sure he is not dehydrated or has any other medical problems and possibly put a little shirt or something on him. Hope this helps!
